　　中新浙江网5月11日电 在玉环,[link widoczny dla zalogowanych]，有一条特殊的救助通道，农民工如果遇到重特大疾病或者意外事故,[link widoczny dla zalogowanych]，就能通过这条医疗救助绿色通道，及时得到救助。而这一切都离不开该县政协委员杨永建等人的努力，正是他们在2006年县“两会”上的提案，促成了“农民工重特大疾病医疗救助基金”的设立，为急难中的农民工送去帮助,[link widoczny dla zalogowanych]。截至今年4月，该县第一、第二人民医院已经对110多名农民工开通了医疗救助绿色通道，减免治疗费用近80万元。

　　“触动我写这份提案的是一则新闻。”杨永建告诉记者，2005年底他在电视上看到一则新闻，说有个农民工被毒蛇咬伤却无力支付医药费，后来经媒体披露，在社会各界的帮助下，才得到及时救治,[link widoczny dla zalogowanych]。那一晚，杨永建失眠了，他连夜给另一位县政协委员王徽打电话，商量着在第二年的县“两会”上提交关于向县政府提议建立“农民工重特大疾病医疗救助基金”的提案。在之后的一个多月时间里，杨永建和王徽走访了许多农民工和企业，了解到许多农民工一旦遇到重特大疾病或者意外事故时，往往因无力支付医疗费用而耽误了及时治疗,[link widoczny dla zalogowanych]。于是，他们在提案上满怀激情地写道：“玉环现在有20多万农民工，他们为玉环的经济社会发展、小康社会建设作出了很大贡献。当他们患病无助时,[link widoczny dla zalogowanych]，我们的政府应该关爱他们，让他们及时得到救助。”

　　2006年7月，正在四川出差的杨永建接到县民政局打来的电话，说这个提案的办理有了结果,[link widoczny dla zalogowanych]。杨永建回来后,[link widoczny dla zalogowanych]，得知该局已决定在低保中心设立“农民工重特大疾病医疗救助基金”,[link widoczny dla zalogowanych]，并由县慈善总会划拨10万元、县财政拨款20万元组成。这个结果，让杨永建和王徽很兴奋。

WASHINGTON, Jan. 9 (Xinhua) -- U.S. President Barack Obama on Thursday announced five "promise zones" as part of his efforts to focus on income inequality and poverty.
"I will work with anybody who's willing to lay out some concrete ideas to create jobs, help more middle-class families find security in today's economy, and offer new ladders of opportunity for folks to climb into the middle class," said Obama at an event in the White House as he unveiled the first five " promise zones."
The five designated zones are located in San Antonio, Philadelphia, Los Angeles, Southeastern Kentucky and the Choctaw Nation of Oklahoma. They would be eligible for tax breaks and other forms of federal support.
Obama first announced the "promise zone" initiative in his State of the Union speech last year. Obama said then his administration planned "to partner with 20 of the hardest-hit towns in America to get these communities back on their feet. We' ll work with local leaders to target resources at public safety, and education, and housing."
